The City of El Paso’s Union Plaza
Redevelopment Program is a a major initiative to
attract private sector investment to the
historic downtown. The entire program consists
of over $50 million of public improvements
including: expansion of the Tourist and
Convention Center complex; construction of a new
Arts Museum and Arts Festival Plaza; and
construction of a new transit terminal/414-space
parking facility and 14-block Streetscape
Program. TGC was engaged by Sun Metro to conduct
the analysis, secure the funding, and manage the
design and construction of the transit terminal
and streetscape portions of the plan.
Transit Terminal & Parking Facility
This downtown transit terminal/parking facility
merges public and event parking for Union Plaza
activities and ground floor retail in a
beautiful design that captures the spirit of El
Paso. TGC led the planning, environmental
assessment, preliminary engineering, and managed
the design process and construction of this $7.6
million building. By partnering Sun Metro, El
Paso Electric Company, and El Paso Public Works
Department, TGC qualified a 14-block area
surrounding the terminal for an $8 million
streetscape program through the Livable
Communities Initiative.
Joint Development for Union Plaza
Union Plaza is slated to become the centerpiece
of downtown redevelopment in El Paso. TGC
spearheaded the concept to transform the old
rail yard into an entertainment and shopping
complex to attract local residents,
conventioneers, business and recreational
travelers, and visitors from Juarez, Mexico. The
area is ideally suited for restaurants,
nightclubs, specialty shops, major retail,
cultural, and residential development and TGC is
currently managing the City’s efforts to attract
more private investment to the project.
