TGC pioneered The Woodland’s $20 million Town Center Pedestrian/Transit Corridor project, a 1.5 mile water corridor where people can bike, walk, or take a water taxi or transit vehicle to their choice of restaurant, retail, entertainment, residential or work destinations. This at-grade water feature serves as the backbone of the development that can expand as the need for more space grows. An elaborate streetscape program along the corridor creates an attractive environment to draw pedestrians to the waterway.

Joint Development
TGC and Brazos Transit District forged a unique partnership between the Federal Transportation Administration (FTA) and The Woodlands Development Company (TWDC) to jointly finance the early integration of a transit corridor into a new, mixed-use urban center. By leveraging a menu of private initiatives and federal programs, the partnership has created a vision for the corridor that would have been impossible under a more traditional financing approach. Using special taxing districts, TWDC has been able to capture the increase in land values that were spun off when the Town Center Pedestrian/Transit Corridor was implemented. These funds were then utilized to support further development and ongoing maintenance of the corridor.

Transit Planning along Water Corridor
TGC performed the feasibility study that explored the opportunity to intensify development by creating a non-traditional transportation corridor. TGC led the preparation of the advanced planning report that served as the catalyst for securing 50 percent federal funding support. The firm prepared two environmental assessments for the project leading to a Finding of No Significant Impact (FONSI) by the FTA. TGC developed the preliminary engineering report, including the corridor layout and design criteria, initial cost estimates, and operational plans.
