Feagan Street Intersections Warrants Analysis, Operations Analysis and Traffic Impact Analysis

TGC was hired to investigate options for improving traffic operations of two intersections along Feagan Street with Waugh Drive and S Heights Boulevard in Memorial Heights, Houston, TX.

As both intersections were Two-way Stop Controlled (TWSC), the need for a traffic signal was evaluated through the TMUTCD signal warrants analysis process. TGC conducted a traffic operations analysis, designed signal timing, and estimated the time distribution of traffic demand of adjacent new development. Our analysis resulted in the following recommendations: both intersections are warranted for a traffic signal, and their traffic operation can be improved considerably as the result of signal timing and geometric changes. Their Level of Service (LOS) for 2024 will change from F to range of B and C.
