COTPA Transit Development Program

Project Summary: Adoption of Oklahoma City's $300 million Metropolitan Area Projects (MAPS) redevelopment effort for downtown spawned a major public transportation initiative by the Central Oklahoma Transportation and Parking Authority (COTPA) called the MAPS Transportation System.
Project Highlights
Pending short- and long-range decisions to enhance and improve transportation service and the importance of identifying and securing new sources of revenue in an era of decreased financial assistance from the Federal Transit Administration (FTA) also prompted the need for action. The need to integrate and address these concerns led to the hiring of TGC by COTPA and the development of the Transit Development Program (TDP).
Achievements
TGC reviewed existing performance data and identified opportunities for operational efficiencies and strengthening service performance on existing routes. Based on findings from this study, Saturday service was altered to reflect the weekday route configuration.
Reviews and analyses of current long-range plans and service and performance standards were also conducted by TGC. Historical comparisons showing the difference in service levels from 1985 to 1995 were made to provide a frame of reference for the analyses.
TGC completed its work on the TDP with a Five-Year Financial Plan that enabled COTPA to meet the financial requirements for its capital, operating, and maintenance programs for existing and projected COTPA services through 2001.
