Project Summary: TGC was retained by Sun Metro to transform five key transit corridors – Mesa, Dyer, Montana, Alameda, and North Loop – into more transit- and pedestrian-oriented thoroughfares.

Project Highlights

El Paso relies heavily on these corridors for inbound and outbound travel into the downtown and throughout the city, carrying about 70 percent of all riders along these routes. By planning integrated transit improvements, such as landscaping, pedestrian-level lighting, way finding, traffic-calming schemes, shelters, benches, public art, and other enhancements, TGC is leading El Paso to transform these corridors characterized by low- to medium-density development areas into areas of higher density, mixed-use development and greater urban activity.

Advanced Planning

TGC identified the key corridors through an extensive consensus-building process. Once identified, TGC conducted detailed, physical surveys of these corridors to define roadway, land use, and pedestrian-level characteristics of the targeted areas. To support the funding process, TGC modeled the improvement in transit Level of Service (LOS), created detailed design documents, and calculated cost estimates for the program improvements. These efforts led to the securing of $6 million in federal funds to support 80 percent of the costs.

Funding Strategy & Intergovernmental Relations

TGC excels at creating partnerships at the local level to deliver value. By doing so, TGC can blend local knowledge with its expertise at the federal and state level to deliver maximum funding support. Identifying sources of local value, capturing it through a Letter of No Prejudice (LONP), and then leveraging it against federal funds successfully increased the city’s buying power five-fold.
