Major Investment Study

Client: Central Oklahoma Transportation and Parking Authority

Project Summary: The Central Oklahoma Transportation and Parking Authority (COTPA) received funding from the Oklahoma City Metropolitan Area Projects (MAPS) Program to support development of a transportation linkage for the west and downtown segments of Oklahoma City.

Project Highlights

The MAPS initiative includes over $297 million of public improvements that range from expanding the convention center to developing a pedestrian/waterway, downtown ballpark, downtown rail link, and other capital improvements. COTPA is an active participant in this initiative because transportation linkages are an important ingredient in the success of many of the MAPS projects. Several transportation options, including rail service, are being considered to link the MAPS activity centers.

Mobility Planning

TGC addressed the most recent federal guidelines through the completion of a Major Investment Study (MIS). The Link MIS evaluated several transportation alternatives for the west, downtown, and northeast segments of Oklahoma City. This evaluation included the following:

1. Modeling transit demand
2. Developing capital and operating programs
3. Developing cost estimates
4. Identifying funding sources

The MIS process led to the selection of locally preferred transportation options for the west and downtown segments of Oklahoma City.
