Galveston Island Rail Trolley System

Project Summary: The Galveston Island Rail Trolley System connects The Strand Historic District with the convention center, beach area, and downtown/commercial areas utilizing four vehicles and 4.5 miles of track. It is the first diesel/electric-powered trolley system of its kind in the United States. The system became operational in June 1988 and serves as a local transit system, tourist attraction, and catalyst for economic development.
Project Highlights
Feasibility/Environmental Studies
TGC directed the consulting team for the planning/feasibility phase and environmental assessment that led to a Finding of No Significant Impact (FONSI). The Trolley system marked the first return of urban rail in Texas.
Finance Strategies
TGC was responsible for securing strong private sector support for the Trolley system. TGC led the development of a comprehensive local, state, and federal finance package that resulted in the first commitment of Texas state funds to rail. The Trolley was the first federally supported rail transit project constructed in Texas. Government funding was enhanced by a unique private sector capital and operating subsidy arrangement.
Grant Development
TGC was responsible for developing the grants that secured the following funding support for the projects:
* Federal: $78,000 in UMTA Section 9A planning funds, $8,560,000 in UMTA Section 5 capital assistance for vehicles, track, and maintenance facility, and $992,400 in UMTA Section 9 capital assistance to supplement system amenities.
* State: $1.4 million in Public Transit Trust Funds.
* Private: $1.7 million in private support.
Implementation
TGC was retained to serve as project coordinator and perform construction management services on behalf of the City of Galveston. TGC designed the organizational structure and operating and maintenance programs for the system.
