Project Summary: TGC was engaged by Island Transit, Galveston’s transit authority, to conduct a needs analysis for pedestrian-level improvements in the downtown area.

Project Highlights

Downtown Galveston is experiencing a dynamic resurgence that has spurred growth in the retail and office sector. Tourism is booming in The Strand/Mechanic National Register Historic District where several major events are held every year. The adjacent waterfront has been rapidly developing with over $10 million invested in new restaurant, retail and hotel space. Cruise ships are now home-based in Galveston, sailing weekly from the downtown cruise ship terminal. All this activity required that the transit infrastructure accommodate demand, promote economic development, and integrate seamless access and circulation throughout downtown to key destinations.

Community Process

Working with numerous stakeholders who were interested in preserving and enhancing the character of this Victorian-era business and entertainment district, TGC was key to reaching a consensus on needed improvements and marshalling their implementation. TGC coordinated the public process and steering and stakeholder meetings to gather input and create a shared vision for downtown Galveston. The result was a scheme of improvements that enhance the experience of today’s visitor by providing modern and comfortable amenities while honoring the city’s past.

Funding Strategy

TGC recognized early-on the applicability of the Federal Transit Authority’s Livable Communities Initiative (LCI) to this pedestrian-level improvement program. Furthermore, by identifying other local improvements, TGC successfully leveraged these investments against the federal funds to minimize additional local share.
