Project Summary: The City of Galveston developed several different transit systems over the years to serve residents and tourists. Coordination, supervision, and financial performance had varied considerably among these services. The City required assistance to review the effectiveness of existing transit services and provide recommendations upon which the services could be improved.

TGC analyzed the cost-effectiveness of the existing services, forecast future revenues and expenditures, formulated alternative recommendations for consolidation of services, and developed alternative system management and financing schemes.
Phase 2 recommendations include pursuit of long-term financing sources, consolidation of available federal operating subsidy, separation of resident and tourist-oriented transit services, and the need for a five-year improvement program that includes alternative fuel consideration.
