Streetcar Reactivation Project
El Paso, Texas

Project Summary: For several years the City of El Paso had considered reactivating its streetcar system that operated until the early 1970s throughout downtown El Paso and connected with Juarez, Mexico. A multiphase streetcar reactivation project has been developed that will reestablish a system in downtown and will be expanded to once again serve Juarez.
Project Highlights
The initial phase of the project includes developing a one-mile system along Oregon Street from the Oregon Street Transit/Pedestrian Mall to the international border. Future downtown phases would extend to the eastern and western edges of downtown. Vintage trolley replicas have been selected as the vehicle technology for the reactivation project.
Feasibility/Environmental Studies
As part of a team of consultants, TGC prepared the environmental assessment and financial plan for the initial phase of the reactivation project. TGC was also responsible for local consensus-building for the project. TGC also investigated the legal issues associated with extending the system into Juarez, Mexico.
Grant Development
TGC assisted Sun Metro in successfully programming Congestion Mitigation and Air Quality (CMAQ) Improvement Program funding to support the project. TGC also prepared grant documentation to support applications to the Federal Transit Administration for funds to support the advanced planning and design phases of the project.
