Suburban Mobility Study – South Texas Medical Center

Project Summary: South Texas Medical Center in San Antonio employs more than 20,000 people on 800 acres. The success of the medical facilities, along with other nearby major facilities such as USAA headquarters, has brought an unacceptable level of congestion to the area. TGC was part of a team which studied transportation needs and developed a pilot program.

Mobility Planning
After studying existing conditions in the area and in future forecasts, recommendations were made for intersection improvements, new thoroughfare lanes, added transit services, an internal shuttle, priority lanes, an intermodal terminal, and a transportation management association. The terminal and its adjacent parking will serve as a destination for VIA buses, intercity buses, taxicabs, airport shuttles, and other transportation modes. In conjunction with terminal development, a medical center shuttle will distribute those arriving at the terminal and provide mobility within the area for employees and visitors.
Finance Strategies
TGC examined alternative methods of financing recommended improvements. These included the following recommendations:
* Specific funding sources matched to each individual improvement.
* Addition of transportation management activities to the existing Medical Foundation.
* Organize private sector cooperation to assist with improvement and to provide other funding sources.
