Client: Central Oklahoma Transportation and Parking Authority

Project Summary: The Central Oklahoma Transportation and Parking Authority (COTPA) combines mass transit and downtown parking in a single agency. Local economic conditions and streamlining of governmental activities caused the agency to be reorganized.

Project Highlights

Under a new structure, the City provides administrative and planning support to COTPA while parking was moved to a separate department. The agency required a strong financial strategy and management plan to support long-term stability of the COTPA transit system.

Finance Strategies
TGC prepared an analysis to develop long-term financial and management strategies for the agency. Forecasting of anticipated revenues and costs, exploring new and enhanced revenue sources to meet capital and operating requirements over the following decade, and consensus-building among local public and private sources was accomplished. A review of similar transit agencies across the country was also included to gain insight into other finance and management arrangements which might merit consideration by COTPA
