Memorial City Redevelopment Authority Grant-Eligible Capital Improvement Program

TGC was hired by the Memorial City Redevelopment Authority to develop a strategic planning document to help inform future iterations of the Authority’s Capital Improvement Program (CIP). TGC developed and utilized this resource to pursue discretionary funding resources to aid in the implementation of roadway improvement projects on North Gessner and Memorial Drive, which were successfully funded via grant agreements with the Texas Department of Transportation in the respective amounts of $3.4M and $13.7M.

To date, TGC has secured over $21.5M in state and federal grant funds for use on roadway and drainage infrastructure projects within the TIRZ 17 boundaries. TGC continues to remain engaged with the development of various projects and overall MCRA program:

  • Program Management of Infrastructure Projects

  • Intergovernmental Coordination

  • Compliance and Grant Oversight

  • Completion of Phase I Environmental Site Assessment Documentation

  • Completion of Categorical Exclusion Documentation

  • Management of Public Engagement Associated With Roadway Projects

  • Development of Additional Grant Applications for New CIP Projects

The Memorial Drive Reconstruction involved roadway reconstruction, upgraded utilities and signals, and improved sidewalks. Categorical Exclusion documentation and a public meeting were completed in accordance with Texas Department of Transportation and Federal Highway Administration rules. TGC completed multiple technical reports with photographs, maps, and analysis of environmental resources, including species, habitat, hazardous materials, and socioeconomic conditions.

TGC is the greatest investment that this Board has ever made.
