Transit Planning:Fort Bend Transit Plan 

 

TGC was engaged by the Houston-Galveston Area Council (H-GAC to develop a comprehensive transit plan for Fort Bend County. Fort Bend County, located southwest of Houston, is expected to experience continued rapid residential and commercial growth. The resulting increase in congestion in the area presented a challenge to the area’s livability and mobility. The development of a comprehensive transit plan was an essential step to address these challenges and provide connectivity to major activity centers outside the county.  Key services included analyses of the opportunities to enhance coordination among existing service providers and create new cost-effective services. A critical component of the plan was the short and long-term budgeting for operations and capital investment.
Land Use Enhancements: El Paso Union Plaza The City of El Paso’s Union Plaza Redevelopment Program is a major initiative to attract private sector investment to the historic downtown.  Part of this effort includes a downtown transit terminal/parking facility that merges public and event parking for Union Plaza activities and ground floor retail in a beautiful design that captures the spirit of El Paso. TGC led the planning, environmental assessment, preliminary engineering, and managed the design process and construction of this $7.6 million building. By partnering Sun Metro, El Paso Electric Company, and El Paso Public Works Department, TGC qualified a 14-block area surrounding the terminal for an $8 million streetscape program through the Livable Communities Initiative. 

Financial & Implementation Strategies: Transit and Pedestrian Corridor

 

TGC crafted the financial strategy for The Woodland’s $20 million Town Center Pedestrian/Transit Corridor project, a 1.5 mile water corridor where people can bike, walk, or take a water taxi or transit vehicle to their choice of restaurant, retail, entertainment, residential or work destinations. By leveraging a menu of private initiatives and federal programs, a vision for the corridor was implemented that would have been impossible under a more traditional financing approach.
Program Management: Galveston, TX Trolley Extension TGC provided feasibility study, preliminary engineering, and project management services to revive and extend Galveston’s trolley system. The first 4.9 mile phase of the single-track system connects the downtown with its hotels, shopping, and entertainment venues south to the Seawall. The second phase is a one mile extension to the University of Texas Medical Branch – the island’s largest employer. A third phase, a 0.5 mi. extension to Stewart Beach - the most popular beach in the area – is under study. Under TGC management, each phase of the project was delivered on-time and under budget.
