Focus on Performance: TGC analyzes the competitive attributes of each project to determine financial, economic, and environmental benefits.  As the competition for limited financial resources increases, successful funding of any project depends on delivering a high level of benefit per capital investment. TGC counsels its clients to root their dream for improvements in the reality of what can be funded. (Projects: El Paso Union Plaza, Woodlands Corridor Funding)

Focus on Funding Process: TGC has 25 years experience navigating the complex local, state, and federal processes to begin new services, construct new facilities, and expand transit capabilities. We support our clients during the application process to become additional federal grantees, to institutionalize their projects in the local and state Transportation Improvement Plans, and to pursue federal funding through the congressional appropriations and reauthorization process. With our clear understanding of government policies and regulations, we develop creative, sensible plans to direct our clients through the complexities of federal transit funding issues. (Projects: Fort Bend Transit Plan, Fort Lauderdale Transit and Pedestrian Plan, Miramar, FL Mobility Strategy)

Focus on Policy: TGC has taken a leadership role in spearheading legislative change for the betterment of transit. From his early work as Senior Legal Counsel for the Urban Mass Transit Authority to his founding of TGC, Mr. Goodman has sought to bring equity to the transit funding processes. TGC has played an instrumental role in the establishment a dedicated state funding source for transit and has worked to address funding formulations that have disadvantaged smaller urban and rural areas. (Projects: Austin Section 5307, Fort Bend Transit Plan, El Paso International Fixed Guideway)
