BRAZOS TRANSIT DISTRICT
The Goodman Corporation (TGC) has been providing various transportation consultant services to Brazos Transit District (BTD) since the 1990s. TGC is currently assisting in the following areas:
TGC’s technical support includes development of a comprehensive financial assessment including capital improvements, operating costs, revenue projections for federal, state, and local resources, and a five-year capital improvement and operating plan. TGC is addressing FTA Triennial Review questions, as well as data and documentation support for representation of local share resources contributed by other participating entities. TGC conducted an assessment of BTD’s Financial Oversight policies, processes, and practices related to financial reporting, accounting records, internal control, budget control, allowable costs, source documentation, cash management, and project management.
TGC’s expertise in the area of compliance includes updating BTD’s Title VI, DBE, and ADA programs. In addition to updating the current programs, TGC established internal policies and procedures, based on FTA guidelines and industry best practices.
TGC is currently providing construction phase support to facilitate extension of The Woodlands corridor westward to Hughes Landing. This included ensuring procurement of design services and construction contracts are in accordance with federal procurement requirements. TGC is overseeing construction activity to ensure compliance with Buy America, DBE, and Davis-Bacon Act requirements.
TGC’s intergovernmental support provides BTD effective assistance with the drafting of resolutions and the planning/programming of funding through the local metropolitan planning organization.
