Island Transit has been the public transportation provider in the City of Galveston since 1956. The Goodman Corporation (TGC) was retained by the City of Galveston to develop an Island Transit Comprehensive Plan intended to analyze and make recommendations in the areas of operations, maintenance, marketing, personnel, infrastructure, and policies. The need for this plan was underscored by Island Transit’s ongoing efforts to recover from Hurricane Ike in 2008, which decimated the City and much of Island Transit’s assets and infrastructure.

COMPREHENSIVE PLAN DEVELOPMENT

TGC developed a thorough Comprehensive Plan designed to serve as a blueprint for improving Island Transit services across the board. The first step consisted of an exhaustive data collection effort, in which all fixed route bus trips were sampled to determine ridership patterns. Concurrently, an extensive public outreach effort was undertaken, consisting of public meetings, numerous survey instruments, and stakeholder interviews. The data gathered through these means were then used to identify the shortcomings in Island Transit operations, and design modifications to the bus routes and schedules to address the shortcomings and provide better service. An analysis of Island Transit’s demand response service (Dial-A-Ride Transit) was also conducted, and recommendations for improvement developed. TGC also thoroughly examined Island Transit’s maintenance practices and developed a detailed list of recommendations for improved efficiency, cost savings, and increased safety.

In addition to the operational aspects, TGC also made recommendations for improvements to Island Transit’s bus stop infrastructure (shelters, benches, signage), fleet composition and equipment, marketing and branding efforts, and personnel policies.
