South 1st District Development Strategy

Through a 15-month process, TGC led development of the South 1st District, establishing its organizational structure, leadership group, and membership base. TGC conducted an extensive data analysis and engagement effort to develop the South 1st District Strategy, a guide with implementable actions identified through District member engagement and other avenues. These actions will advance the District’s priorities and further achievement of its vision. Project tasks included:

Technical Analysis:

  • Existing Conditions

  • Demographic & Socioeconomic Data Analysis

  • Parking Study

  • Infrastructure Conditions Analysis

  • Economic Analysis

  • Asset Mapping

  • Identification of Issues and Priorities to Development District’s Strategic Actions

Community Engagement: Four public meetings, multiple business owners meetings, and several rounds of outreach, which steadily increased participation and established a strong group of leaders for the District. More than 50% of the South 1st community participated in the District development process.

Strategy Document: This Playbook includes 26 actions that, collectively, can enable the District’s priorities to become a reality. The actions are presented according to their implementation timeline.

  • Foundational Actions build the District’s organizational capacity, enabling members and stakeholders to collaborate on future activities. If the District has access to in-kind services or volunteers, many of these foundational activities are implementable. A few require the District to raise funding. Typically, the foundational actions will be completed within the first two years of the District.

  • Intermediate Actions leverage the organizational capacity established through the foundational actions. These intermediate actions require funding and focus on infrastructure and specific priorities that can be implemented in years 3 and 4 of the District.

  • Advanced Actions focus on establishing consistency and transitioning the District from a startup into an established organization.
