SOUTHEAST TEXAS REGIONAL PLANNING COMMISSION REGIONALLY COORDINATED TRANSPORTATION PLAN

The Texas Department of Transportation (TxDOT) requires Metropolitan Planning Organizations (MPOs) statewide to complete a Regionally Coordinated Transportation Plan (RCTP) every five years. TGC was retained by the Southeast Texas Regional Planning Commission (SETRPC), the MPO for the Beaumont-Port Arthur region, to complete the 2017-2021 update of the SETRPC RCTP. The RCTP assesses the mobility needs of the region’s typically transit dependent populations (e.g., elderly, disabled, low income, etc.), the availability of transportation services to meet those needs, the extent to which the various services are coordinated to ensure efficiency of operations, and the existence of service gaps.

To meet these planning objectives, TGC conducted extensive community and stakeholder outreach, including several rounds of public meetings in three counties, monthly stakeholder committee meetings, several focus group meetings, and survey instruments administered to transit riders and social service agencies.

TGC analyzed the results of the various outreach efforts. This, combined with TGC’s independent analysis of the tri-county area’s transit need based on regional demographics, served to form a complete picture of available services, outstanding needs, and service gaps. TGC developed the final RCTP, which includes recommended pilot projects to address identified service gaps and to improve regional coordination among existing transportation services.
