UPPER KIRBY MOBILITY IMPROVEMENTS
UPPER KIRBY MANAGEMENT DISTRICT—HOUSTON, TEXAS
TGC has served as UKMD’s Planning and Funding consultant since 2006. Working in collaboration with Upper Kirby Redevelopment Authority, UKMD has maximized this relationship with TGC to plan, fund, and implement over $12M in public infrastructure improvements. TGC’s direct involvement includes:
- Completion of a Mobility Master Plan identifying $5.5M of FTA-eligible infrastructure projects, including capital costs, quantitative benefits, and an approved categorical exclusion. TGC secured a Letter of No Prejudice to capture value and provide UKMD with pre-award authority.
- Developed application for award of $5M in ARRA grant funds to provide funding for design/construction of FTA-eligible streetscape improvements from the Mobility Master Plan. Design/construction began in 2009, continuing until all remaining grant funding was disbursed in 2015. Corridor improvements: Kirby Drive, Buffalo Speedway, and Westheimer Road.
- Application and award of $6M in STP and Transportation Mobility Funding through H-GAC 2013 Call for Projects. The active funding program will be used to construct FTA-eligible pedestrian/transit improvements along Westheimer and Eastside Drive. TGC currently administers project implementation with TxDOT/FTA.
- Construction administration, compliance, and intergovernmental coordination throughout all of these projects, including certified payroll, Davis-Bacon, civil rights, and procurement oversight to meet federal and state requirements. TGC has created several inter-local agreements as part of these endeavors, to include all pertinent supporting documentation.
