Building Partnerships to Meet Community Needs

The development of the Quitman Street Project represents TGC's successful pursuit of over $1.9M in regional funds, project conceptualization and planning, benefits analysis, environmental, grant management, engineering, and interagency coordination.

TGC was integral to developing a five-party partnership with the Federal Transit Administration (FTA), Houston METRO, City of Houston, Harris County Precinct 2, and Greater Northside Management District. Proposed improvements will enhance and preserve the Greater Northside's cultural fabric by improving safety and the quality of life for businesses, community members, and future visitors. The project scope includes nearly 1.5 miles of improved sidewalks, tree plantings, solar lighting, street paving, redesigned intersections, floating bus stops, and a bi-directional bike lane along Quitman Street.

 TGC’s efforts on the project included:

  • Coordinating, developing, and drafting the framework and final interlocal agreements between the various stakeholders.

  • Coordinating project planning and design activities with the various project partners.

  • Facilitating federal environmental clearance documentation.

  • Coordinating project development with the FTA, the Texas Department of Transportation (TxDOT), and others.

  • Reviewing project plans and cost estimates and adjusting budgets and schedules accordingly.

  • Developing project procurement documentation to effectively blend and consolidated general conditions and front-end documentation between the various parties involved in the project.


TGC will provide construction administration support through the construction phase of the project.
