Community Planning & Engagement

Clients trust TGC to comprehensively identify and address challenges facing their communities. Our community planning work centers around strategic outcomes organized by a shared community vision and goals. Our comprehensive community plans touch upon a variety of areas, including mobility and transportation, infrastructure, public health, economic development, housing, and recreation.

  • As part of the community planning process, TGC comprehensively assesses existing conditions to better understand the needs and challenges of each study area. The existing conditions inventory includes a review of previously completed planning efforts, data collection and analysis, field work, and public engagement.

  • Community and stakeholder engagement are crucial to the community planning process. TGC is well-versed in obtaining community feedback, utilizing surveys and mailers; designing compelling graphics and messaging; facilitating stakeholder and steering committee meetings as well as larger-scale public meetings and open houses; and attending community events to ensure maximum participation.

  • Based on community needs and stakeholder input, TGC develops a prioritized list of projects and recommendations to meet a shared vision and goals. Projects and recommendations are scoped, costed, and organized into short- and long-term categories.

  • TGC develops final plans and implementation strategies to document planning process outcomes and identify key partnerships and funding strategies for each recommendation. Final reports showcase illustrative maps and infographics and utilize various visualization tools to effectively communicate information.

Featured Team Member | Monisha Khurana, AICP

Monisha Khurana, AICP, is the Chief Operations Officer and is responsible for managing projects and ensures quality products are delivered on-schedule and on-budget. Her multimodal transportation planning experience includes statewide plans and travel demand model development; regional and MPO projects; corridor studies; transit projects; freight plans; and environmental assessments. Monisha enjoys translating technical analyses for public consumption and mentoring and supporting all staff. Monisha holds a Bachelor of Arts from Wellesley College and a Master of City and Regional Planning from the University of North Carolina at Chapel Hill.

South 1st District Development Strategy
South 1st District Development Strategy

Through a 15-month process, TGC led development of the South 1st District, establishing its organizational structure, leadership group, and membership base. TGC conducted an extensive data analysis and engagement effort to develop the South 1st District Strategy, a guide with implementable actions identified through District member engagement and other avenues.

Build Your Own Cross Section

TGC partnered with Harris County Precinct 2 to create an interactive “Build Your Own Cross Section” activity, empowering residents to reimagine local corridors. This innovative planning tool fosters collaboration, hands-on learning, and meaningful community engagement in transportation design.

Southwest Civic Core Redevelopment Plan
Southwest Civic Core Redevelopment Plan

TGC teamed with UltraBarrio to develop the Southwest Civic Core Redevelopment Plan, an action plan for Houston's most dense and diverse neighborhood. This plan synthesizes and builds upon more than 15 years of community planning and development efforts across the Greater Sharpstown and Gulfton areas, leveraging the collective actions and emergent possibilities of a stronger, more strategic framework for action.

TGC completed a Community Plan for the unincorporated community of Barrett, TX, a Freedom Colony located in northeast Harris County. The planning process was initiated at the onset of the COVID-19 pandemic, which resulted in a massive shift in public outreach and stakeholder engagement practices.

McNair & Linus Community Plan
McNair & Linus Community Plan

The McNair & Linus Community Plan was initiated by Harris County Precinct 2 to create a strategic plan organized by a shared vision and goals for the future. TGC conducted field assessments, collected data to determine the existing conditions of the study area, conducted extensive public outreach, and developed a funding and implementation plan for over 25 recommendations.
