TGC Announces Planned Ownership Transition to Longtime Leadership Team

HOUSTON/AUSTIN, TX, July 2026 – The Goodman Corporation (TGC) has announced a planned transition of firm ownership from founder Barry Goodman, JD, to three longtime members of its leadership team. Jim Webb, AICP, will serve as President and Chief Executive Officer, joined by Robert McHaney, AICP, CTP, as Chief of Integrated Planning, and Wendy O’Brian as Finance & Administrative Officer.

Barry Goodman, founder and former president of Houston METRO, established TGC in 1980 on a straightforward proposition: communities should be able to fund and deliver the projects they need, regardless of the institutional, political, or technical obstacles in the way. In the years since, the firm has secured more than $2 billion in funding for its clients and completed more than $3 billion in projects for urban, suburban, and rural communities across Texas and beyond. Barry’s contributions to mobility in the state were recognized with his induction into the Texas Transportation Hall of Honor in 2021.

The incoming owners are not new to TGC. Jim, Robert, and Wendy have spent a combined 55 years at the firm.

Ownership changes, but the mission does not. TGC will continue to operate under the vision that has guided it since its founding: improving lives through thoughtful planning, robust technical analysis, inclusive engagement strategies, proactive public administration, and comprehensive engineering principles.

The firm’s core values remain the measure of every engagement: integrity, commitment, vision, respect, empowerment, and resilience.

What the incoming team takes on is a firm with more reach than at any point in its history. TGC’s multidisciplinary staff of certified planners, professional engineers, environmental analysts, grant writers and managers, financial and policy analysts, and GIS and design strategists work from offices in Houston and Austin, with expanded capacity in planning, engineering, funding pursuit, and federal compliance.

I started this firm in 1980 because I believed communities should not have to choose between the projects they need and the dollars available to build them. Jim, Robert, and Wendy have spent their careers at TGC proving that idea works. I am proud to place the firm in their hands.
— Barry Goodman, JD, Founder, TGC

TGC History: Connecting Capital to Communities

Nothing about our mission changes. What changes is what we can take on. TGC has more planners, engineers, and funding specialists today than at any point in its history, and our job is to put that capacity to work for our clients.
— Jim Webb, AICP, President & CEO, TGC

Houston, Texas – Jim presents at a public meeting for a capital projects development strategy project in 2023

Austin, Texas – Tree planting at Pease Park (L-R: Robert, Barry, Wendy, Susan, Greg) in 2008

It’s an incredible honor to be part of this transition. Barry created a company that places tremendous value on the work, its clients, and employees that make it happen. I look forward to upholding those values and culture as we move into this next phase.
— Wendy O'Brian, Finance & Administrative Officer
Barry and TGC have spent the last 46 years improving communities through thoughtful planning, technical analysis, and sound engineering practice. I’m grateful for the opportunity to continue to build upon this vision and steward TGC into the future.
— Robert McHaney, AICP, CTP, Chief of Integrated Planning
